What is Google Penguin?

Google Penguin is the name for an algorithm update that was first announced on 04.24.2012. Before Penguin, Google released a series of algorithm updates called Panda with the goal of down ranking websites that provided poor quality user experience. Penguin however is aimed at decreasing search engine rankings of websites that do not follow Google’s Webmaster Guidelines by using “Black Hat” SEO techniques, like keyword stuffing, cloaking, and deliberately creating of duplicate content with constant tweaking like the latest update is Penguin 3 that was released on 10.05.2012.

In conclusion you can think of it as Google Panda taking care of quality control and Google Penguin is in charge of fraud prevention, both making sure only the highest quality, most relevant websites appear on the top of the results page.
